That makes sense. They can't collect if they haven't done legitimate work, or if they're being paid under-the-table rather than with a formal contract. (I assume a lot of them are...).
Employment law isn't my field, but in the world of Edison City, I'm assuming that since being a henchperson is a job that by definition involves committing criminal acts, one would be precluded from collecting UI. Same principle as you can't murder someone and then inherit from them.
